The Rolling Stones en Argentina . El Articulo 7º , mantiene alerta a Sudamerica! . Encontraràn una soluciòn ? El inestable escenario econòmico, que complica la llegada de los Rolling Stones a la Argentina . INFORME

Desde Diciembre de 2013 , la gira de los Rolling Stones , viene retrasando su llegada a la regiòn.  La incertidumbre se apropia de los fans , que esperan pacientemente "la noticia" , la confirmaciòn definitiva de la llegada de "sus majestades" por cuarta vez a Sudamerica: desde abril de 2013 que The Rolling Stones negocia su desembarco,  bajo un tour en que celebran sus 50 años de permanencia en los escenarios . Primero, la mira estaba puesta en diciembre de ese año. Todo fue postergándose, hasta fijar febrero/Marzo de 2015 . como el objetivo real. 

Las continuas postergaciones en el anuncio,  se basan exclusivamente en un serio obstáculo que se cierne sobre la región: la inestabilidad financiera en Argentina, no ha permitido cerrar la totalidad de las paradas sudamericanas. Un escenario que ha retrasado el anuncio y ha llevado a pensar la opción que el tour continental pueda sufrir nuevos ajustes. 

Las ultimas versiones , aùn NO confirmadas , destacan  que la gira de los Rolling Stones,  aplazó una vez más su desembarco, ahora para septiembre o noviembre de 2015, apuntando específicamente a la complicada situaciòn econòmica Argentina.. 

Si bien nunca hubo una confirmación formal de que la gira se efectuarìa  por la región desde febrero, las señales sobraban: partiendo por Keith Richards, quien en una entrevista comentó que 2015 abriría con la visita de los Rolling Stones  por Sudamérica, mencionando puntualmente : Peru y Buenos Aires! 

“Los paìses con posibilidades a recibir a The Rolling Stones,  no son inmunes a esta situación de Argentina”, todavía no se puede señalar , algún show en concreto , que se haya desistido de venir a la regiòn ,  ante la situación Argentina,  “pero sí , se podrìa experimentar un encarecimiento”:  “Cada vez más, las giras traen sus escenarios, sus pantallas y más infraestructura. Al no tener una plaza como Argentina, en caso de NO concretarse la visita a Buenos Aires,  ¿cómo lo van a compensar? . Esos costos se transfieren a algún lado”.

Así pasó con la visita que Paul McCartney tenía programada para noviembre en el estadio River Plate:  la visita del "ex Beatle" se cayó , por el límite que el gobierno Argentino,  ha establecido sobre las divisas que se pueden girar al extranjero. Además, con la inestabilidad del cambio , cuesta proyectar ganancias para shows que se compran en dólares, pero que se venden al público -meses después- en pesos argentinos. 

“La caída de Argentina podría impactar en la gira. Pero  la verdadera problemática es que las empresas, en la lucha por quedarse con el artista, lo sobredimensionan y los mánagers aceptan ofertas inviables”. Así, el tramo argentino, se había convertido en obligatoria , para solventar una aventura donde tal vez , Chile  Perú ,  Uruguay  y Colombia,  aportan una fracción menor.

Para finalizar,  "Stones Please Don't Stop" transcribe parte del 

Decreto 1570/2001, referida a las  restricciones transitorias , para las transferencias al exterior. Prohíbiendose la exportación de billetes y monedas extranjeras.

Reglas a las que ajustarán sus operatorias,  las entidades sujetas,  a la Superintendencia de Entidades Financieras y Cambiarias , del Banco Central de la República Argentina. Establécense restricciones transitorias,  para los retiros de dinero en efectivo,  y las transferencias al exterior. Prohíbese la exportación de billetes y monedas extranjeras. Vigencia.

Art. 7º — Prohíbese la exportación de billetes , monedas extranjeras , metales preciosos amonedados, salvo que se realicen a través de entidades sujetas a la SUPERINTENDENCIA DE ENTIDADES FINANCIERAS Y CAMBIARIAS ,  previamente autorizadas por : el BANCO CENTRAL DE LA REPUBLICA ARGENTINA, o sean inferiores a DOLARES ESTADOUNIDENSES DIEZ MIL (U$S 10.000) o su equivalente en otras monedas, al tipo de cambio vendedor del BANCO DE LA NACION ARGENTINA.

En concreto , la resoluciòn de este problema , està en manos de las negociaciones que puedan realizar , los organizadores  con la "Superintendencia de Entidades Financieras y Cambiarias" , autorizadas finalmente por : "el Banco Central de la Repùblica Argentina"
